Completed Projects

  • The consultant was tasked with the development and ongoing implementation of an Asset Management Plan. This comprehensive plan encompassed all critical elements of the tribe’s infrastructure, equipment, and supplies, while taking into consideration the age and condition of each asset.

    The scope of the infrastructure included critical systems such as water, wastewater, and sewer, as well as transportation infrastructure and agricultural facilities, which included greenhouses, hoophouses, and orchards owned by the tribe. The consultant also included all equipment and supplies, which encompassed all tribally-owned vehicles, GSA vehicles, heavy equipment, and all supplies procured with federal funding.The Asset Management Plan created by the consultant served as a vital tool to track, assess, and optimize the use of the tribe’s assets. The consultant worked diligently to ensure that the plan was comprehensive, accurate, and up-to-date, enabling the tribe to make informed decisions regarding the maintenance, replacement, and acquisition of its assets.

  • The consultant formulated a comprehensive Water Resource Management Plan to establish the Pueblo's Surface Water Quality Program. This management plan encompassed a meticulous review of the watershed, an assessment of the land use, an evaluation of water quantities, identification of Non-Point Source (NPS) pollution possibilities, and other pertinent factors.

    Furthermore, the plan outlined sustainable utilization and quantities for the Pueblo's water resources. To supplement the plan, a survey of existing wildlife water resources was also conducted. Notably, community members provided comments and input, which were incorporated into the drafting of the plan. The final version of the plan was published for public comment, ensuring that all relevant stakeholders could provide feedback.

  • The consultant developed a land-use management plan that aimed to evaluate the current utilization of land on the pueblo and its associated impact on water usage. Additionally, the plan included an assessment of water resources being utilized by wildlife. The Land Use Plan facilitated the identification of potential issues such as carrying capacity constraints, water scarcity, and other related NonPoint Source (NPS) problems. The completion of this project involved conducting extensive community mapping exercises, survey dissemination, and community meetings to ensure comprehensive coverage of all land use activities across the Pueblo.

  • The consultant developed a comprehensive Wildlife Management Plan aimed at identifying optimal habitats and migration patterns for wildlife in the area. This plan was carefully designed to facilitate sustainable hunting practices on the Pueblo, ensuring that wildlife populations remained viable over the long term. Moreover, the plan identified critical areas where the local wildlife was lacking in access to adequate water resources. To address this issue, the consultant outlined a series of targeted projects to increase the availability of water resources in these areas, promoting the health and well-being of the wildlife population.

  • As part of the project's efforts towards sustainable land management, a comprehensive assessment was conducted to evaluate the overall health of the ecosystem and its capacity to support wildlife and domestic livestock. The Consultant’s assessment included a detailed mapping of the Range land, water resources, and existing infrastructure to identify areas that require improvement or restoration. Based on this assessment, an optimized land use plan was developed, which includes strategies for maintaining and enhancing the health and productivity of the Range land ecosystem while supporting the needs of the local community. This plan was developed with the help of the community and tribal council in collaboration with a consultant who specializes in Range land Management. The mapping conducted indicated how many heads of cattle each rancher had as well as the locations of all water resources (working and non-working). Carrying capacity and a rotational grazing pattern were created to ensure the sustainable use of the Range land. Resolutions to nonworking water resources were also developed to ensure the long-term health and productivity of the ecosystem. Overall, this project's efforts towards comprehensive assessment, detailed mapping, and optimized land use aim to promote sustainable and equitable management of the Range land while protecting the wildlife and natural resources that depend on it.

  • Emergency Management Planning

    The Principal Consultant has developed a Wetland and River Delineation Map as part of the Emergency Management Plan for the Pueblo of Zia. This map serves as a crucial tool for identifying areas of potential flood risk within the community. Its creation represents a significant step towards ensuring the safety and well-being of residents, and demonstrates a commitment to effective emergency planning and risk mitigation strategies.

  • American Gypsum, a leading gypsum product manufacturer, located on the Pueblo of Zia's Land, looking to expand land operations in 2019. In response, Zia Pueblo required American Gypsum to create an area of protected wetlands on another site of the Pueblo as compensation for the land requested to be used. The Consultant meticulously identified and delineated potential wetland sites and produced an accurate map, highlighting the crucial areas that required protection. A potential wetland area was identified on the Pueblo’s land that could be developed and protected by American Gypsum. This approach exemplifies the level of technical proficiency and dedication required to carry out such a project effectively. With the Consultant's guidance, American Gypsum can expand their operations while minimizing their environmental impact, making a positive contribution to the community and preserving the Pueblo's natural heritage for future generations.

  • The Consultant, a qualified and experienced professional in the field of environmental sciences, conducted a comprehensive watershed assessment project on the Pueblo of Laguna. As a part of this project, the Consultant employed state-of-the-art techniques and equipment to meticulously delineate, and map 19 springs and wetlands located on the Pueblo. The Consultant's findings are expected to provide invaluable insight into the ecological significance of the Pueblo's water resources and facilitate the development of sustainable water resource management strategies.

  • Between 2017 and 2019, the Pueblo of Zia embarked on a Water Rights Litigation process. During this period, the consultant was tasked with the collection of historic water usage data for both the current and past lands of the Pueblo. This was a critical phase in the litigation process, as the compiled data was intended to form the basis of a comprehensive historic usage report. The consultant's meticulous approach and attention to detail resulted in the successful gathering of relevant data, which was subsequently compiled into a comprehensive report. This report formed an essential component of the Pueblo's litigation strategy, as it was relied upon to support the Pueblo's claim to water rights. It is worth noting that water rights litigation can be a complex and challenging process, often requiring a high level of expertise and technical skill.
